The Rural Development Program (Programma di Sviluppo Rurale, PSR in italian) is an EU instrument that allows European States, and in this case the individual Italian regions, to support and finance interventions in agriculture and forestry sectors, to increase the development of rural areas and to allow their modernization. The PSR is co-financed by the European Agricultural Fund for Rural Development (FEASR in italian), born from the EU regulation n. 1305/2013 and has a duration of seven years, 2014/2020.
These appropriations are used to help the European States and their regions to finance the actions of the 4 areas of intervention on which the PSR is developed.
There are three thematic axes:
- Axis 1 – increasing the competitiveness of the agricultural and forestry sector;
- Axis 2 – enhancing the environment and supporting land management;
- Axis 3 – to improve the quality of life in rural areas and the diversification of the rural economy.
To these is added a fourth, “methodological” axis, focused exclusively on supporting local “LEADER” development approaches (LEADER axis).
Each axis is divided into several measures, which specify the eligible interventions and the objectives. These are visible on the websites of the individual regions.
In general, beneficiaries of the interventions carried out under the PSR are farmers, operators of the agri-food and forestry system, entrepreneurs and aspiring entrepreneurs working in rural areas in single or associated form, public bodies and institutions, local partnerships.
